RVP to Host the Debate “Construction Contracts: From FIDIC to Government Decision No. 1 ̸ 2018 – Evolution, Adaptation or Compromise?” on 11 June 2026

The event will take place on 11 June 2026 at The Marmorosch Hotel Bucharest | Autograph Collection (2–6 Doamnei Street), New York Hall, between 09:30 and 12:30.
The event is addressed to all professionals involved in construction contracts and construction and infrastructure disputes – beneficiaries and contractors, engineers and experts, representatives of public authorities and financial institutions, in-house legal counsel within construction and infrastructure companies, legal practitioners, as well as other professionals interested in the contractual mechanisms applicable in this field.
The event will take place on 11 June 2026 at The Marmorosch Hotel Bucharest | Autograph Collection (2–6 Doamnei Street), New York Hall, between 09:30 and 12:30.
The debate, organized by law firm Zamfirescu Racoți Vasile & Partners (ZRVP) with the support of Editura Universul Juridic, aims to bring to the attention of professionals the main challenges arising from the application and administration of construction contracts, in a context where contractual models inspired by FIDIC and the adaptations introduced through Government Decision No. 1/2018 continue to generate relevant discussions both from a legal and practical perspective.
The moderator of the debate, Dr. Cosmin Cojocaru, Partner at ZRVP, together with his guests – representatives of public authorities and major construction companies, engineers, beneficiaries and contractors – will address the following topics:
- Notice provisions: formality or a condition for contractual survival
- Contract amendments: adaptation tool or source of disputes
- Contract administration: Engineer versus Supervisor
- Protection of parties in case of disputes: how accessible are defence mechanisms in practice?
The event will also mark the launch of the book “Integration of FIDIC-type contract forms into Romanian Civil Law”, authored by Dr. Cosmin Cojocaru.
The publication offers a rigorous analysis of the legal framework governing the application of FIDIC contracts in Romania, tracing the evolution of construction contracts from the simplified regulation under the 1864 Civil Code to today’s standardized forms. Drawing on extensive practical experience, the author highlights both the points of convergence and the tensions between FIDIC contractual models and the rules of Romanian civil law, with particular attention paid to contracts regulated under Government Decision No. 1/2018.
